HOBOKEN HOUSING AUTHORITY
It is our opinion that one of the first documents to be created is a Residents’ Bill
of Rights. This is the first step in building the widespread support and the consensus
within the existing community necessary for a successful and complete project. Here
is an outline that could be used as starting point.
- The Hoboken Housing Authority and the City of Hoboken hereby commits to a Master
Planning Process that improves the quality of life in our public housing neighborhoods,
involves residents in key planning decisions, and enhances housing and employment
opportunities for residents and guarantees that every AMP 1 and AMP 2 residents

Plan. The following guiding principals shall be adhered to:
- No residents shall be permanently displaced unless it is to new upgraded housing.

- The existing amount of very low, low and moderate income units shall be maintained
or increased.
- Replacement units shall be created with the goal significantly increasing the total
